Governing Authority
The State Officials and Employees Ethics Act (5 ILCS 430/) (Ethics Act) sets forth the OEIG’s investigative powers and duties, OEIG’s review of state hiring, as well as prohibitions on certain conduct by state employees and required training for state employees.
The Ethics Act also gives the Executive Ethics Commission (EEC) the authority to develop administrative rules regarding the investigations of Executive Inspectors General. The EEC has promulgated rules relating to its procedures and OEIG investigations as set out in the Illinois Administrative Code tit. 2, § 1620, et al.
